1. Subject Matter and Acceptance of the Contract
1.1. This document governs access to the FAST FOX application, the opening and management of the account, the
rental, use, parking and return of FAST FOX electric scooters, payment for services, the liability of the parties,
and the handling of complaints.
1.2. The contract is concluded remotely between "FAST FOX LLC" S.R.L. ("FAST FOX" or the "Operator") and the
person who creates an account and accepts this document (the "User"). Acceptance is given by ticking the
corresponding box in the application. The User must be able to save or consult the accepted version.
1.3. Starting a ride confirms that the User has checked the fare displayed in the application and accepts the
conditions specific to that ride. If the User does not accept the Terms, they may not use the service.
1.4. FAST FOX may update the Terms for legal, technical, commercial or safety reasons. Material changes are
communicated in the application before they take effect. Changes required immediately by law, or necessary
to remove a serious risk, may take effect from the date indicated in the notice.
2. Definitions
For the purposes of this document:
"Application" – the FAST FOX mobile application through which scooters are identified, reserved, unlocked and
rented;
• "Scooter" – an individual FAST FOX electric vehicle intended for the transport of a single person, technically classified and used within the limits provided by law;
• "Ride" – the interval between confirmation of unlocking and confirmation of completion in the application;
• "Permitted Zone" – the area in which travel and/or parking are authorised by law and by the application's map;
• "Restricted Zone" – the area in which speed may be reduced, access may be limited, or the completion of a ride
may be prohibited;
• "Documented Cost" – an actual sum, substantiated by an invoice, receipt, official report, cost estimate,
photograph, technical data, or other evidence admissible by law.
3. Eligibility and the User Account
3.1. The service may only be used by a person who has reached the age of 16, has the legal capacity necessary to
conclude the contract, and is able to ride the scooter safely. FAST FOX may set a higher minimum age in the
application if a risk assessment or the requirements of the authorities justify it.
3.2. The account is personal. It is prohibited to transfer the account, codes, access to the phone, or an unlocked
scooter to another person. The account holder is liable for use of their account to the extent that the act is
attributable to them.
3.3. The User shall provide accurate, complete and up-to-date data, protect access to the account, and immediately
notify FAST FOX of the loss of their phone, unauthorised access, or suspicious use of the card.
3.4. FAST FOX may request verification of identity and/or age, in compliance with data protection legislation.
Accounts with false data, fraudulent use, or serious violations may be suspended or closed following a
proportionate assessment of the situation.
4. Fares, Payments and the In-App Balance
4.1. The applicable fares — unlocking, use, pause, reservation, subscription and any other components — are those
clearly displayed in the application before the ride begins. In the event of a discrepancy with older promotional
materials, the fare confirmed in the application for that particular ride shall prevail.
4.2. Duration is calculated from confirmed unlocking to confirmed completion. Any started minute is rounded up
to the next full minute.
4.3. Topping up the balance, automatic payment, and the "auto top-up" feature are carried out only under the
conditions and limits accepted in the application. The balance represents an advance payment for services and
is not a bank account. Refund of an unused balance may be requested through Customer Service, except for
promotional bonuses and subject to verification of payments and outstanding obligations.
4.4. Card data is processed by the payment provider. FAST FOX does not store complete card data where this is
handled exclusively by the processor. The User confirms that they are authorised to use the registered payment
instrument.
4.5. Any disputed charge must be reported without delay, preferably within 30 days of noticing it, indicating the
ride, date and amount. This administrative time limit does not restrict the mandatory rights granted to
consumers by law.FAST FOX
5. Pre-Ride Inspection
5.1. Before unlocking and setting off, the User shall visually check the brakes, wheels, handlebars, acceleration,
lights, kickstand, general condition, battery level, and any warnings shown in the application.
5.2. If the User notices a fault, damage or risk, they shall not start the ride, or shall stop safely as soon as possible,
report the issue in the application or by calling +373 76 54 7777, and follow the Operator's instructions.
Reporting an issue does not constitute an admission of liability.
5.3. The User confirms that they are in the physical and mental condition necessary, are wearing suitable footwear,
and do not have a condition or impairment that would make riding unsafe.
6. Mandatory Traffic and Safety Rules
Essential rule
The User shall at all times comply with the Road Traffic Regulations, police instructions, traffic lights, road signs,
road markings, and the rights of pedestrians. The application's map does not replace road signage.
6.1. Where Riding Is Permitted
The scooter shall be ridden on cycle paths or lanes designated for bicycles, where these exist and may lawfully be
used. In their absence, riding on the carriageway is permitted only under the conditions set out in the Road Traffic
Regulations, including on sections where the maximum permitted speed is no more than 50 km/h, as close as
possible to the right-hand edge, without creating unjustified obstacles.
Riding on pavements, pedestrian zones, or other areas reserved for pedestrians is prohibited, except in situations
expressly permitted by signage or by law. Where a pedestrian crossing or an area intended for pedestrians must
be crossed, the User shall dismount and walk the scooter alongside them, if the applicable rule or safety so requires.
6.2. Rules of Conduct
● only one person per scooter; carrying a passenger is strictly prohibited;
● both hands on the handlebars, except when giving the regulation hand signal for a manoeuvre;
● speed adapted to traffic, visibility, the road surface and weather conditions, without exceeding the legal,
technical, or application-imposed limit;
● priority given to pedestrians, and avoidance of any sudden, aggressive, acrobatic, or competitive manoeuvre;
● keeping a sufficient distance and a prohibition on holding on to a moving vehicle;
● carrying objects only if they do not affect balance, visibility, or control; nothing may be hung on the
handlebars;
● use of lights and reflective elements whenever visibility is reduced and whenever required by law.
6.3. Alcohol, Drugs and Distraction
It is strictly prohibited to ride under the influence of alcohol, narcotic or psychotropic substances, medication, or
other substances that impair the ability to ride. The User shall not unlock a scooter for a person who is in such a
state.While riding, it is prohibited to use a mobile phone or any other device that requires the use of the hands or distracts
attention, as well as to use audio headphones. To view the map, make a call, or send a message, the User shall stop
in a safe place, without obstructing traffic.
6.4. Helmet and Visibility — FAST FOX Contractual Rule
As an additional safety measure, FAST FOX requires the correct wearing of a protective helmet for the entire
duration of the ride, and strongly recommends a reflective vest or other reflective elements, especially at night and
in conditions of reduced visibility. These contractual requirements may be stricter than the legal minimum.
6.5. Hazardous Conditions
The User shall not start, or shall stop, a ride where there is black ice, ice, flooding, strong wind, very poor visibility,
a severely damaged road surface, or any other obvious hazard. Stopping shall be done gradually and in a safe place;
FAST FOX must be contacted if normal completion of the ride is not possible.
7. Prohibitions Concerning the Scooter and Its Systems
The User is prohibited from:
● modifying, dismantling, repairing, painting, or damaging the scooter, its battery, brakes, IoT module, GPS,
QR code, seals, or identification elements;
● unlocking or starting the scooter via Bluetooth, default passwords, unauthorised applications, external tools,
or any method that bypasses the FAST FOX application;
● disabling the speed limiter, location tracking, alarm, lights, or any other safety system;
● transporting the scooter by car, bus, or other vehicle without FAST FOX's authorisation;
● taking the scooter into a building, enclosed yard, basement, private car park, or any other place inaccessible
to the FAST FOX team;
● using the scooter for racing, stunts, towing, commercial transport of goods, illegal activities, or any purpose
outside the normal scope of individual mobility.
8. Ending the Ride and Parking
8.1. The ride ends only once the application confirms its completion. The mere fact that the User has stopped, dismounted, or closed the application does not end the ride.
8.2. The scooter shall be parked upright, stably, on its kickstand, only in a zone permitted by the application and by
law. It must not block pavements, cycle paths, the carriageway, entrances, ramps, pedestrian crossings,
transport stops, evacuation routes, access for emergency services, green spaces, or spaces reserved for
persons with disabilities.
8.3. If the application requests a photograph, the User shall show the entire scooter and its surroundings in a clear,
genuine image. Uploading an old, false, deliberately unclear photograph, or one that conceals the parking spot,
is prohibited.
8.4. If completion fails for technical reasons, the User shall remain near the scooter if it is safe to do so, try again
following the instructions given, and immediately contact FAST FOX. The Operator shall check the technical
data and adjust the cost if the incident is not attributable to the User.
9. Stopping by Police, Accidents and Impoundment
9.1. The User shall comply immediately with lawful instructions from the police and other authorities. Upon
request, the User shall stop and shall not resist the impoundment of the scooter.
9.2. If the scooter is impounded or taken to a special pound as a result of the User's conduct, the User shall inform
FAST FOX immediately and, at the latest, within 60 minutes, providing the scooter number, location, time,
police unit, official report number, and the pound, if known.
9.3. The User shall cooperate reasonably with recovery: attending the competent authority when necessary,
obtaining and forwarding any documents issued, and not abandoning the process. FAST FOX may recover from
the User the documented costs of impoundment, transport, storage, travel, and recovery, but only where
these result from a breach attributable to the User.
9.4. In the event of an accident, injury, or damage, the User shall stop, secure the area as far as possible, call 112
when necessary, provide assistance within their ability, not leave the scene where the law prohibits this, and
notify FAST FOX. Photographing the scene and exchanging information shall be done without putting anyone
in danger.
10. Duration, Failure to Return and Recovery of the Scooter
10.1. The maximum duration of a ride is 24 hours, unless the application indicates a shorter duration. The battery
level does not guarantee availability for the entire period.
10.2. On expiry, failure to end the ride, loss of signal, travel into a prohibited zone, or inability to access the scooter
may result in the account being blocked and the recovery procedure being activated. FAST FOX shall attempt
to contact the User before declaring the scooter lost, where the situation allows.
10.3. The contractual penalty for failing to return the scooter on time may be up to 3,000 lei, only if it was displayed
and accepted before the ride, and shall be applied in proportion to the breach, without excluding the User's
right to present evidence of a non-attributable impediment. The penalty does not replace any additional
proven damage, but may not result in double compensation for the same loss.
10.4. If the scooter is lost, stolen, destroyed, or rendered inaccessible through the User's fault, FAST FOX may claim
the actual, documented value of the damage, taking into account wear and tear, recovered parts, insurance
compensation, and any sums already paid for the same act. The indicative maximum value of a scooter is stated
in the application or in the cost schedule available before the ride.
11. Damages, Fines and User Liability
11.1. The User is liable for direct damage caused intentionally, through negligence, improper use, or breach of the
Terms or the law. Normal wear and tear, pre-existing defects, and faults not attributable to the User are not
the User's responsibility.
11.2. FAST FOX shall communicate the claim, a description of the act, the available evidence, and the cost
calculation. The User may raise objections and submit evidence. Any charge for an additional cost must have a
clear contractual basis and comply with payment and consumer protection legislation.
11.3. Fines imposed personally on the User are borne by the User. If FAST FOX pays a fine, fee, or expense generated
directly by a breach attributable to the User, the Operator may request reimbursement of the documented
cost, after providing evidence and allowing a reasonable time for payment.
11.4. Reporting a fault or accident in good faith does not automatically result in liability. FAST FOX shall assess the
ride data, photographs, technical history, statements, and documents from the authorities.
12. FAST FOX's Obligations and Liability
12.1. FAST FOX maintains a reasonable system for inspecting, maintaining, and withdrawing from service any
scooters reported as unsafe, ensures the essential functions of the application, and provides a support channel
for incidents.
12.2. FAST FOX is liable, within the limits of the law, for damage caused by its own act, by defects that were known
or that should reasonably have been identified, or by failure to perform its contractual obligations. No clause
excludes liability that cannot be excluded by law, including for intent or gross negligence, injury to life or health,
or the mandatory rights of consumers.
12.3. FAST FOX is not liable for consequences caused exclusively by the User's breach of the rules, by the act of a
third party that the Operator could not control, or by an impediment beyond its reasonable control, provided
that its legal obligations to prevent and limit damage have been fulfilled.
12.4. GPS data, the map, and the battery level may be subject to delays or inaccuracies. The User remains obliged
to comply with road signage and the actual situation on the ground. If a technical error affects billing, FAST
FOX shall investigate the incident and correct any unjustified amount.
13. Suspension and Termination of the Contract
13.1. FAST FOX may immediately suspend an account where there is a risk to persons or property, reasonable
suspicion of fraud, unauthorised access, riding under the influence, transfer of the account, tampering with
the systems, or repeated serious breaches.
13.2. In other cases, FAST FOX shall notify the reason and, where possible, offer the opportunity to remedy the
situation or provide an explanation. The measure must be proportionate to the seriousness and frequency of
the breach.
13.3. The User may request deletion of their account. Termination does not extinguish any payments,
compensation, or complaints already arisen, and does not prevent the retention of data required by law.
14. Personal Data and Location
14.1. FAST FOX processes the data necessary for the account, payment, location, and management of rides, fraud
prevention, fleet safety, support, handling complaints, and fulfilling legal obligations, in accordance with the
Privacy Policy available in the application.
14.2. Data may include account identifiers, contact details, device data, transactions, route, scooter position,
parking photographs, communications, and incident reports. Complete card data is managed by the payment
provider, in accordance with the roles set out in the Privacy Policy.
14.3. Data may be disclosed to public authorities only on the basis of a legal obligation or request, and to contracted
providers only to the extent necessary. Retention periods, data subject rights, and the contact details of the
data protection officer are described in the Privacy Policy.
15. Complaints, Refunds and Disputes
15.1. Complaints shall be submitted to +373 76 54 7777, office@foxscooters.md, or through the application, and
must include, as applicable, the ride number, date, time, scooter, amount, and any available evidence. FAST
FOX shall confirm receipt and respond within a reasonable time, in accordance with the law.
15.2. If the service could not be used due to a fault not attributable to the User, FAST FOX may cancel or refund
the unjustified amount after verification. Refunding to the balance does not replace a refund to the original
payment instrument where the law or the nature of the payment requires this.
15.3. The parties shall attempt to reach an amicable settlement. The User may refer the matter to the competent
consumer protection authority and to the competent court. The contract is governed by the law of the Republic
of Moldova; the choice of law does not limit the mandatory protection afforded to consumers.
16. Final Provisions
16.1. If a clause is void or unenforceable, the remaining clauses shall remain valid, and the affected clause shall be
interpreted or replaced to the extent permitted by law, preserving the legitimate purpose pursued.
16.2. Failure to exercise a right immediately does not constitute a waiver. Communications shall be made through
the application, by e-mail, SMS, or the contact details provided by the User, depending on the nature of the
message.
16.3. The Romanian-language version shall prevail in the event of any discrepancy with translations, subject to the
consumer's right to receive clear and comprehensible information.

● disabling the speed limiter, location tracking, alarm, lights, or any other safety system;
● transporting the scooter by car, bus, or other vehicle without FAST FOX's authorisation;
● taking the scooter into a building, enclosed yard, basement, private car park, or any other place inaccessible
to the FAST FOX team;
● using the scooter for racing, stunts, towing, commercial transport of goods, illegal activities, or any purpose
outside the normal scope of individual mobility.
8. Ending the Ride and Parking
8.1. The ride ends only once the application confirms its completion. The mere fact that the User has stopped, dismounted, or closed the application does not end the ride.
8.2. The scooter shall be parked upright, stably, on its kickstand, only in a zone permitted by the application and by
law. It must not block pavements, cycle paths, the carriageway, entrances, ramps, pedestrian crossings,
transport stops, evacuation routes, access for emergency services, green spaces, or spaces reserved for
persons with disabilities.
8.3. If the application requests a photograph, the User shall show the entire scooter and its surroundings in a clear,
genuine image. Uploading an old, false, deliberately unclear photograph, or one that conceals the parking spot,
is prohibited.
8.4. If completion fails for technical reasons, the User shall remain near the scooter if it is safe to do so, try again
following the instructions given, and immediately contact FAST FOX. The Operator shall check the technical
data and adjust the cost if the incident is not attributable to the User.
9. Stopping by Police, Accidents and Impoundment
9.1. The User shall comply immediately with lawful instructions from the police and other authorities. Upon
request, the User shall stop and shall not resist the impoundment of the scooter.
9.2. If the scooter is impounded or taken to a special pound as a result of the User's conduct, the User shall inform
FAST FOX immediately and, at the latest, within 60 minutes, providing the scooter number, location, time,
police unit, official report number, and the pound, if known.
9.3. The User shall cooperate reasonably with recovery: attending the competent authority when necessary,
obtaining and forwarding any documents issued, and not abandoning the process. FAST FOX may recover from
the User the documented costs of impoundment, transport, storage, travel, and recovery, but only where
these result from a breach attributable to the User.
9.4. In the event of an accident, injury, or damage, the User shall stop, secure the area as far as possible, call 112
when necessary, provide assistance within their ability, not leave the scene where the law prohibits this, and
notify FAST FOX. Photographing the scene and exchanging information shall be done without putting anyone
in danger.
10. Duration, Failure to Return and Recovery of the Scooter
10.1. The maximum duration of a ride is 24 hours, unless the application indicates a shorter duration. The battery
level does not guarantee availability for the entire period.
10.2. On expiry, failure to end the ride, loss of signal, travel into a prohibited zone, or inability to access the scooter
may result in the account being blocked and the recovery procedure being activated. FAST FOX shall attempt
to contact the User before declaring the scooter lost, where the situation allows.
10.3. The contractual penalty for failing to return the scooter on time may be up to 3,000 lei, only if it was displayed
and accepted before the ride, and shall be applied in proportion to the breach, without excluding the User's
right to present evidence of a non-attributable impediment. The penalty does not replace any additional
proven damage, but may not result in double compensation for the same loss.
10.4. If the scooter is lost, stolen, destroyed, or rendered inaccessible through the User's fault, FAST FOX may claim
the actual, documented value of the damage, taking into account wear and tear, recovered parts, insurance
compensation, and any sums already paid for the same act. The indicative maximum value of a scooter is stated
in the application or in the cost schedule available before the ride.
11. Damages, Fines and User Liability
11.1. The User is liable for direct damage caused intentionally, through negligence, improper use, or breach of the
Terms or the law. Normal wear and tear, pre-existing defects, and faults not attributable to the User are not
the User's responsibility.
11.2. FAST FOX shall communicate the claim, a description of the act, the available evidence, and the cost
calculation. The User may raise objections and submit evidence. Any charge for an additional cost must have a
clear contractual basis and comply with payment and consumer protection legislation.
11.3. Fines imposed personally on the User are borne by the User. If FAST FOX pays a fine, fee, or expense generated
directly by a breach attributable to the User, the Operator may request reimbursement of the documented
cost, after providing evidence and allowing a reasonable time for payment.
11.4. Reporting a fault or accident in good faith does not automatically result in liability. FAST FOX shall assess the
ride data, photographs, technical history, statements, and documents from the authorities.
12. FAST FOX's Obligations and Liability
12.1. FAST FOX maintains a reasonable system for inspecting, maintaining, and withdrawing from service any
scooters reported as unsafe, ensures the essential functions of the application, and provides a support channel
for incidents.
12.2. FAST FOX is liable, within the limits of the law, for damage caused by its own act, by defects that were known
or that should reasonably have been identified, or by failure to perform its contractual obligations. No clause
excludes liability that cannot be excluded by law, including for intent or gross negligence, injury to life or health,
or the mandatory rights of consumers.
12.3. FAST FOX is not liable for consequences caused exclusively by the User's breach of the rules, by the act of a
third party that the Operator could not control, or by an impediment beyond its reasonable control, provided
that its legal obligations to prevent and limit damage have been fulfilled.
12.4. GPS data, the map, and the battery level may be subject to delays or inaccuracies. The User remains obliged
to comply with road signage and the actual situation on the ground. If a technical error affects billing, FAST
FOX shall investigate the incident and correct any unjustified amount.
13. Suspension and Termination of the Contract
13.1. FAST FOX may immediately suspend an account where there is a risk to persons or property, reasonable
suspicion of fraud, unauthorised access, riding under the influence, transfer of the account, tampering with
the systems, or repeated serious breaches.
13.2. In other cases, FAST FOX shall notify the reason and, where possible, offer the opportunity to remedy the
situation or provide an explanation. The measure must be proportionate to the seriousness and frequency of
the breach.
13.3. The User may request deletion of their account. Termination does not extinguish any payments,
compensation, or complaints already arisen, and does not prevent the retention of data required by law.
14. Personal Data and Location
14.1. FAST FOX processes the data necessary for the account, payment, location, and management of rides, fraud
prevention, fleet safety, support, handling complaints, and fulfilling legal obligations, in accordance with the
Privacy Policy available in the application.
14.2. Data may include account identifiers, contact details, device data, transactions, route, scooter position,
parking photographs, communications, and incident reports. Complete card data is managed by the payment
provider, in accordance with the roles set out in the Privacy Policy.
14.3. Data may be disclosed to public authorities only on the basis of a legal obligation or request, and to contracted
providers only to the extent necessary. Retention periods, data subject rights, and the contact details of the
data protection officer are described in the Privacy Policy.
15. Complaints, Refunds and Disputes
15.1. Complaints shall be submitted to +373 76 54 7777, office@foxscooters.md, or through the application, and
must include, as applicable, the ride number, date, time, scooter, amount, and any available evidence. FAST
FOX shall confirm receipt and respond within a reasonable time, in accordance with the law.
15.2. If the service could not be used due to a fault not attributable to the User, FAST FOX may cancel or refund
the unjustified amount after verification. Refunding to the balance does not replace a refund to the original
payment instrument where the law or the nature of the payment requires this.
15.3. The parties shall attempt to reach an amicable settlement. The User may refer the matter to the competent
consumer protection authority and to the competent court. The contract is governed by the law of the Republic
of Moldova; the choice of law does not limit the mandatory protection afforded to consumers.
16. Final Provisions
16.1. If a clause is void or unenforceable, the remaining clauses shall remain valid, and the affected clause shall be
interpreted or replaced to the extent permitted by law, preserving the legitimate purpose pursued.
16.2. Failure to exercise a right immediately does not constitute a waiver. Communications shall be made through
the application, by e-mail, SMS, or the contact details provided by the User, depending on the nature of the
message.
16.3. The Romanian-language version shall prevail in the event of any discrepancy with translations, subject to the
consumer's right to receive clear and comprehensible information.
